Promoters are going to start money-back procedure as early as next week.
They start with Kiev residents and then expand to other regions and countries.

It's not official yet, though.

They posted a new message on the official website that promoters at this point in time are trying to pay debts to bands, hotels and security and they ask fans to give 'em a little more time.
An official statement is coming very soon.
