WTF is "Albino Timo"?

apparently albino timo is a meme in the stratoforum, for some reason.
i was wondering, does anyone know its origins? i mean, that cant be TT, it looks like an asian version of him with white hair
where did this come from?

Albino Timo is anyone an individual wants him to be.
Timo is kinda a common name in Japan so it could be anybody.
Asian people like Metal, too.
