It cannot be Nintendo because Budokai is also available on PS2, PS3 (i think?) and Xbox360.

The ones in question (Budokai 1 and 2) were available for the PlayStation 2 console. They were later rereleased on the Nintendo Gamecube with mixed results.
The publishers are Dimps, Atari and Bandai, though. Sony and Nintendo didn't have anything to do with it directly. ^^

Like the post before said its actually not Nintendo or Sony, they just get royalties for games being released on there consoles. Its a bit more complicated then oh! there fault! The publisher of the games Atari was bought out by Infogrames. The 2nd publisher Bandi merged with Namco making Bandi Namco. The developer of the games "Dimps Corporation" is still around though.
Both games Dragon Ball Z: Budokai 1 and 2 have the same soundtrack so you probably are going to want to look into both of them. Oh and the Sales figures I gave were just for the total released on Sony's Playstation 2. I could not find how many were sold on Nintendo's Gamecube.
Who you are probably going to want to contact about this are the publishers now Infogrames and Bandi Namco.

I didn't mind the Budokai ripoffs, but that Lil Wayne one really pissed me off. I definitely think something should be done about that one.

Apparently this isn't the first time 'Lil Wayne has been sued for plagiarizing.
I say, once Stratovarius (or Timo Tolkki, whomever) is available to do something, a lawsuit should be filed. It is such an obvious copy of Anthem of the World (they didn't even do anything to change the sound) that not doing an action would be horrible.
So I'd say, once all legal things are settled, sue the fuck out of him.

. How close can music be without it being considered infringement? I know in classical music I have heard some of the same progressions of chords and melody in what seems like hundreds of songs and it seems every power metal band has songs in perfect fifths chord progressions and a melody that just scales over it or something.

I have been a part of a legal action against a huge case of plagiarism at my local University, and I can definitely see how it can be a royal pain in the ass. I helped initiate the legal action against the plagiarizer by notifying the original author and helping countless long days with the original author to build a case, though I never did anything really "in court". But at the same time, the same author I helped with won, and she was exhausted by the end. But she said she had never been so satisfied in her life, and that the satisfaction of winning against the little cheat was more thrilling than anything.
But I don't know if the music industry is any worse than what she went through.
Do you think you would feel any different if it was your own personal music that was plagiarized rather than Tolkki's?
