Oh- I almost forgot, there are some programs that are designed to keep blacks down and in the ghetto (and thus ensure that generations of them vote for the democrats)

- Section 8 housing
- Affirmative Action

999 times out of 1000 it's all about what you're born into. Chaos breeds chaos, affluence breeds affluence, and sometimes the right mix of adversity, potential, and opportunity leads people to break the mold and get to success. But the countries in Africa are in a near permanent state of chaos because that is all they learn.
