Heir Apparent's second vocalist Steve Benito is a very underrated singer. Probably due to his limited involvement in recording or something not many people are aware of him. He sounds like Geoff Tate (hey, wtf that's already good enough!) but he is just as good if not better in One Small Voice imo.

Next is Crimson Glory's Midnight (RIP). OK, not really really underrated but not really really fully acknowledged for his divine voice either imo.

Also, Sebastian Bach. Again, not underrated in terms of Rock Stardom and such but vocal wise he is one of the very best rock/metal singers around today - sadly people mostly know him for his looks and erratic behaviour.
