Because journalists are retarded and sensationalist headlines grab attention and sales/advertising revenue. Many people are angry he was appointed and not directly elected, but since he doesn't really do all that much it shouldn't upset people so much.
I know that each country in the EU has a say so in matters that come up, and a vote. This seems to be similar to the House&Senate system that the USA has(somewhat). I mean, this exists to keep a person from having absolute power(dictator).
Well preventing a dictatorship is the reason that in a functioning democracy that the government is split into executive, legislative and judiciary brances, i.e. separation of powers. Since all member states of the EU function in such a manner, it's logical that the EU itself will work in a similar way. So far, the executive and legislative bodies of the EU are still finding their way, they've made a difference to everyday life but not as much as the European Court of Justice.
Have things changed since the signing of the Lisbon Treaty? Nope.
