Talking about people living off the public tit, there are commercials(LOTS of 'em) on TV actually selling the services of lawyers who specialize in getting people on disability. The ads feature actors who are old, or obese, or depressed and they express how thankful they are to these lawyers who specialize in such services.
My husband(who is actually disabled due to COPD, diabetes, and severe arthritis)finds these ads very offensive. He says, "If a person really is disabled he does not need a lawyer, just doctors who tell the truth." These lawyers do not work for free----if they do get a person on the SSI payroll, they get a third of the lump payment the recipient is due to the tune of thousands of dollars.
The point is, I think these lawyers are adding to the rolls of people who may or not be really qualified to draw these checks. These ads always show at the end these actors smiling, fishing, sitting on the porch happy as can be that these lawyers got for them fifteen hundred a month coming in.

@miditek, do you see these ads, and what do you think about this?

I'm confident that some of the claims that get denied are actually legitimate, but that should not preclude those that are able to afford private disability insurance from purchasing it. The ads that I've seen are sleazy, to be sure.

What I was referring to regarding the public tit is the fact that so many immigrants, legal or otherwise, are on it in various countries, and that is absolutely unacceptable. Having generation after generation of the same families on welfare is equally unacceptable, and should be prohibited.

Disability fraud is indeed a crime, since it takes money away from tax funds for people that cannot work due to a genuine disability. Benefits of this type should only be paid out after the claimant has completed a needs test or assessment.

In other words, if monthly income vs. living expenses did not allow the person to obtain private disability insurance, then the disability benefits could be paid out to the recipient, with the provision that the person should look into job training opportunities to find other work if at all possible.

Anyhow, a very interesting article about the possible wider causes, the overall economic downturn being cited as the main cause for really high youth unemployment throughout Europe, but other things like gang activities and social pressures. He briefly mentions immigration, but realizes that it has more to do with the general economic climate.

Also not mentioned in the article is the very high proportion of broken homes, where kids grow up without any real positive role models - that's why we've been having 11-12-13 year olds going out and stealing stuff.

And again, I think cuts to social programs (youth clubs, sports programs) have been disasterous, as they really do make a difference in keeping kids out of trouble. That's one thing the Church of England actually offers something really positive; a good friend of mine works with their youth group (what a shock! I hang out with Christians because I don't discriminate against people based on what they believe!) in a disadvantaged area and they've helped a lot of people. The problem is, with government cutbacks, social programs of these sorts simply don't have the resources to make up for them.

Alabama is passing a law which requires people on Medicaid to get periodic drug testing---they wanted to pass this law for people on Welfare, food stamps, and disability SSI, but it did not go over. Apparently other states are in the process of passing these same type laws.

So, while this might curb dishonest people from joining these rolls, the honest people who have to endure such investigation are understandably going to be pissed!

So, it looks like USA is a UK in the making. It's a very serious issue to discuss.

lack of positive role models? at least in the usa, we have plenty of organizations happy to provide for people that want to be a part of the organization. i think the problem would more be people rejecting the opportunity out there and rejecting the idea of creating their own organizations and opportunity with ethics.

Yes, but unfortunately many of these organisations are called 'gangs'. Coming from broken homes with no real structure to their lives, many kids get sucked into gangs mostly because it gives them a sense of identity and belonging, as well as people to look up to. They get from gangs what they can't get at home, sadly they also get a lot of other things from gangs. This is why I think youth clubs and sports can be a real force for good, by keeping kids occupied. Idle hands are the devil's playground, as the saying goes.

Actually, I have a number of friends that are UK expats that live here in the U.S., as well as others that are citizens (some of which are related to my family by marriage)that live in the UK.
